TCC Guiding Principles/Mission

The Texas Cannabis Council (TCC) advocates for a sound regulatory environment to promote public health, industry education, consumer protection and safety, and encourage the growth of the cannabis industry in Texas. TCC believes that cannabis and cannabis-product regulation should be science-driven with the goal of protecting health and safety while fostering responsible business practices and developing the economic potential of cannabis for all Texans. TCC strives to create an equitable and responsible Texas cannabis industry through comprehensive, common sense policy that will offer both the full economic benefits of a promising new industry for all Texans and safe, beneficial, and accessible medicine. TCC will serve as a repository of vetted, reliable information about cannabis and cannabis products for the development of effective public policy for Texas.

Organizational Structure and Governance

TCC’s organizational structure is designed to accommodate the breadth and diversity of the cannabis industry, including cannabis businesses, policy experts, advocates, and thought leaders. The board will be comprised of a combination of at-large and sector representatives. As membership grows in any given sector, the sector will form a committee to speak for that sector’s particular needs and from that committee elect a representative to the board. This will ensure that all elements of the industry have a strong voice in the organization’s governance. A nominations committee will propose at-large representatives to the board to balance out the board by geography, experience, and other relevant factors. All members must commit to a pledge to follow standards to ensure responsible industry practices to promote the health and safety of our customers.

Committees

TCC will have at least three standing committees:

Policy Committee

Comprised of any lobbyists hired by TCC or TCC members, the Policy Committee serves as an ongoing stakeholders’ group to develop policy and confer on strategy.

Ethics Committee

Comprised of ethics counsel and selected board members, the Ethics Committee will (1) vet any related party transactions with board members or members and (2) review any violations of the TCC pledge.

Nominations Committee

Selected by the board, the Nominations Committee will review board membership, determine what areas should be better represented, and make recommendations to the board for new board members.
TCC may also designate a Special Projects Committee to oversee any special projects funded by TCC members. In such cases, this Committee, rather than the Board, will approve the project budget and set policy for that project.
