Richard Cheng

Richard Cheng is a member of Weaver Johnston Nelson, PLLC and regularly represents healthcare providers and cannabis businesses in transactional and operational matters involving, governmental regulations, licensing, management and professional services. Prior to joining Weaver Johnston Nelson, Richard was an equity partner and a member of the healthcare sector at one of the largest AmLaw 100 global law firms. During his tenure, he launched the firm’s hemp/hemp products practice group where he led multiple initiatives in building the firm’s reputation in cannabis. Richard served as outside general counsel to the Texas Cannabis Industry Association, co-authored a FDA primer in preparation for the 2019 FDA public hearing on CBD products and has been named a top 250 cannabis legal expert by DataBird Research Journal. He represents a broad base of cannabis related clients. Lastly, Richard teaches cannabis law at UNT Dallas School of Law as an adjunct faculty.


Susan Hays

Susan Hays is board-certified civil appellate lawyer with more than twenty-five years’ experience in the Texas political scene. Also a registered lobbyist, she represents cannabis clients from hemp cultivators to multi-state operators on the legislative and administrative fronts. After beginning her legal career at an international law firm, she has had her own practice for more than fifteen years which is now focused on appeals, political law, and cannabis.


Ruben Honig

Ruben Honig is the Co-Founder of Ceres Strategies, an LA based government affairs and communications consultancy that specializes in local and state cannabis policy, licensing and business consulting. Ruben is a recognized leader in the CA cannabis industry and has contributed to a number of cannabis and mainstream media outlets including local, statewide and national coverage. Ruben has represented a wide-range of cannabis businesses and managed government affairs, campaigns and operations on behalf of cannabis coalitions and trade associations.


Sarah Kerver

For over four years, Sarah Kerver has been a noteworthy leader in Texas' Cannabis landscape and launched 1937 Apothecary, LLC., in Austin, Texas in fall 2018, bringing responsibly-sourced, third-party tested, Texas-made (manufactured) Cannabis products to the Texas market. In 2019, Sarah expanded her reach to create Custom Botanical Dispensary as both an online and brick-and-mortar collective, providing a venue for nearly 20 hand-crafted Texas Cannabis brands, companies and farmers to come together and collaborate, innovate and educate.


Andrew Weber

Andrew Weber is an attorney and registered lobbyist who represents clients in agency-related matters as well as traditional legislative issues. Before becoming the Partner in Charge of the Austin office of Kelly Hart & Hallman, Andrew served as General Counsel, and later as First Assistant Attorney General, to now-Governor Greg Abbott.
